SECTION 8/202 and 811 HOUSING NARRIATIVE

B.R.A.D. successfully developed and operates five Section 8/202 housing projects for the elderly/handicapped, one Group Home for developmentally disabled individuals and one 811 PRAC Assisted Living project. B.R.A.D. is the designated managing agency of these separate housing corporations, which consist of 104 units of housing. As the managing agency B.R.A.D. is responsible for tenant selection, collection of tenant rents, rent subsides for HUD, maintenance and financial management operations for the projects. The management agency (B.R.A.D.) is located in Pocahontas Arkansas at 1403 Hospital Drive. B.R.A.D. also provides service coordinator services to tenants in Clay and Lawrence counties.

Purpose of the Section 8/202 Housing Program:

Provide ideal safe, affordable and essential to low-income elderly, handicapped, and disabled persons. In providing quality affordable housing, B.R.A.D. assists tenants to continue living independently. B.R.A.D. employs a HUD Service Coordinator staff person, who assists elderly residents and residents with disabilities to obtain specific community based supportive services. This service enables residents to continue living as independently as possible in their apartments. The HUD Service Coordinator staff are vital members of B.R.A.D.ís housing management team.

Section 202 Projects for the Elderly:

Black River Area Housing Development Corporation for Clay County is located in Corning Arkansas at 1600 Success Street. This project is located on a two-acre tract of land. B.R.A.D. received fund reservations October 1985. Construction began 3-19-86; occupancy began in November of 1986. The projects consists of 20 elderly units. A HUD Service Coordinator staff person is assigned to this project.

Black River Area Housing Development Corporation for Lawrence County is located in Walnut Ridge Arkansas at 601 Pocahontas Road. This project is located on a 1.72-acre tract of land. B.R.A.D. received fund reservations in October 1985. Construction began 6-19-86; occupancy began in March of 1987. This project consists of 20 elderly units. A HUD Service Coordinator staff person is assigned to this project.

Piggott Housing Development Corporation is located in Piggott Arkansas at 551 West Main Street. This project is located on one-acre tract of land. B.R.A.D. received fund reservations in September 1986. Less than five months later construction began. Occupancy began in August of 1987. The project consists of 20 elderly. A HUD Service Coordinator staff person is assigned to this project.

B.R.A.D. Hoxie Development Corporation is located in Hoxie Arkansas at 614 S.E Pine Street. This project is located on a 1.15-acre tract of land. B.R.A.D. received fund reservations in 1987. Construction was complete in July 1988. Occupancy began in August 1988. The project consists of 20 elderly units. A HUD Service Coordinator staff person is assigned to this project.

B.R.A.D. Group Home inc. is located in Pocahontas Arkansas at 1916 West Pyburn Street. This Group Home project is designed for developmentally disabled individuals. The project is located on .38-acre tract of land. B.R.A.D. received fund reservations in 1988. Construction was complete in September 1989, with occupancy beginning immediately. The project consists of 10 units. Support staff is available at all times at the group home. The Doni Martin Center provides necessary educational skills/activities and provides local, handicapped accessible transportation to eligible Group Home residents.

Black Rock Area Development Corporation is located in Black Rock Arkansas at 136 South St. Joseph Street. This project is located on a .29-acre tract of land. B.R.A.D. received fund reservations in 1988. Construction completed in September 1989 occupancy beginning in October 1989. The project consists of 9 units. A HUD Service Coordinator staff person is assigned to this project.

Corning Independent Living Center, Inc, is located in Corning Arkansas at 710 Sharon Street. This project received fund reservations in 2004. Construction completed in December 2004 with occupancy beginning in January 2005. The project consist of 6 units ( this includes a non-revenue producing on-site Managerís apartment). The Doni Martin Center provides necessary educational skills/ activities and provides local, handicapped assessable transportation to eligible residents.

B.R.A.D. management staff has participants in the HUD Real Estate Assessment Center (REAC) physical inspection; and uses this experience as a valuable tool in maintaining properties that review exceptionally high scores.

The management staff collects rents on or near the third of each month after social security and/or SSI checks are received. This practice has resulted in a 0% rent delinquency rate. On a very rare occasion, if a tenant is in the hospital or an emergency exists that require the tenant to be absent from their unit; the rent collection is delayed until the tenant can make arrangements to send rent payment to management agency.
